What are the annual costs assessed to homeowners in the Popponesset Beach Association and what do these fees cover ?
All members of the Popponesset Beach Association are assessed annual dues, charges and fees. Members are defined as the ‘persons who are the owners of houses erected on any and described in the Agreement of Association.’
Members are billed annually for their association dues, charges and fees. The amount is determined by the board of directors, dependent upon the needs of the community, and is used to cover the costs of operation and maintenance of the PBA including but not limited to roadwork, repairs, building maintenance, signage, speed tables, security, beach maintenance, Community House activities and cost of personal, taxes insurance, etc...
The Dues and fees are $500 per home for the calendar year 2018. Members in good standing are those who are current on their full dues, charges and fees of $500 annually with a minimum look back of 3 years (assuming no change in ownership during that time).
Parking Stickers and Beach Flags
What does a parking sticker allow me to do?
There is no on street parking in Popponesset, unless you have a current parking sticker visible on your driver side window, then you may park on the street in front of your home, with the exception of Shore Drive. Two tires must be parked off the street .
How does a resident request to park at Community House?
Parking at the Popponesset Community House is allowed only during hours of operation in attendance at the Community House , at events at the CH and for those using the playground. It is never allowed to be used for parking for beach use. Violators will be towed at their own expense.
However, If a homeowner needs to park vehicles at the Community House outside of normal hours of operation outlined above, the PBA will accommodate limited short term overflow parking should a request be made in advance via email -- firstname.lastname@example.org (please request at least 24 hours in advance) . All parking needs to be pre-approved. The request must be made by a Homeowner (not a tenant) and the homeowner must be a member in good standing (a member in good standing is one who is current on their annual dues/fees/charges going back three years). The current 2018 Annual Dues/Fees/Charges are $500 annually. Parking passes will be issued for each vehicle and should be placed on the dashboard so the cars will not be towed.
Why do I need a Beach Flag?
A Beach Flag is provided to PBA Members in good standing as a convenience when using the PBA Beaches. It helps to identify you are with deeded beach rights and serves as a convenience.. It also aids our security in identifying those who are using our beach without permission. If you do not have your flag but have deeded beach rights, your name will be on a list with the Beach Monitors and you are able to identify and validate your right to be on these private beaches, through a few questions. The security team is not there to bother you, but merely to protect your rights to use the PBA Beaches. Please cooperate by having your flag or being able to identify yourself when checked. Photocopies or pictures are not accepted.
Parking at Fisherman's Landing
What are the hours for Fishermans Landing and who owns the Lot?
The Commonwealth of Massachusetts owns Fishermans Landing and the PBA has a memo of understanding with the state. The hours are 5:30am to 9:30pm.
Security locks the gate at 9:30pm.
What are requirements for parking?
Fishermans Landing is open to all fisherman with a valid saltwater license. Only six cars allowed. Over-flow parking is allowed with a PBA parking permit at the Community House as long as you have a MASS issued Saltwater Fishing Permit. You must be Fishing. Those who seek a permit and a parking pass who do not Fish and instead use the beach any purpose other than intended with a Fishing Permit, are subject to be removed from the beach and parking lot.
Are off hours parking permitted?
Fisherman with valid saltwater license can park at the Community House from 9:30pm to 5:00am with a valid PBA parking permit To obtain a parking permit please contact PBA email---- email@example.com
What are the Community House Hours?
The Community House generally opens the week prior to July 4th and closes by the 3rd week of August The hours may vary, with the house usually opening by 8:45 am on weekdays. The most up-to-date schedule of events is posted on our PBA website. The house is generally closed weekends with the exception of special events, and may be open limited hours next year on Saturdays for owners to have access to our PBA clothing line.
Who runs the Community House?
The Community House is run by the Board of Directors, most specifically, by the Board Member who is the Head of the House Committee. We do employ a few employees who report to the Head of the House Committee.
Who can I contact for a job at the Community House?
The person to contact would be the Head of the House Committee. Their name can be located on your website under Board of Directors, along with a contact phone number. The best time to contact this person would be the end of the preceding season or very early in the new season. With all things being equal, first consideration is given to residents of Popponesset who are current with their dues/fees.
Is the Community House available to rent for a special occasion?

What are the hours people can build/landscapers can work?
Building should be done during the week, and it is recommended that it not start before 8am and be completed by 5 pm. It is encouraged that major construction not be done between the beginning of July to Mid August.
Landscaping should not start before 8am, and it is encouraged that it be done during the weekdays. We understand that homeowners may not have the opportunity to mow their lawns during the week, so we would suggest as a courtesy to our neighbors, that it be done after 8am on Saturdays, and hopefully Sunday can be a quiet day for all to enjoy.
Can I pitch a tent in my backyard?
First and foremost, we want to keep our community enjoyable for all, as well as safe and peaceful. Small tents are ok for a short period of time, as long as they are used within reason, and that their use does not create a disturbance.
Can I store a camper at my house? Can I keep a boat in my yard?
The answers to these two questions would be similar. First of all, we would defer to town ordinances and rules with regard to this. You would need to comply with town setbacks with regard to anything that will be residing on the property for more than a brief period of time. No storage is allowed by the Town without approval. Also, please keep safety in mind as these will most likely be left unsupervised, and you do not want kids to be able to climb up on structures such as boats or trailers and be able to fall off and get injured.
Who owns Dean’s Pond?
Dean's Pond is classified as a great pond and as such is owned by the state. A great pond is defined as any pond or lake that contains more than 10 acres in its natural state. It is managed by PBA in partnership with the State.
Can I use a boat on Dean’s Pond?
Yes, small row boats are allowed on the pond. NO motorized boats are allowed.
Is there Fishing?
Yes, fishing is allowed, catch and release is preferred, and usually takes place near the foot bridge. Keep in mind the pond is not stocked, so fishing is predominately done as a leisure activity by the children with parental supervision if needed. Please be respectful of the catch and release approach, for the enjoyment of all.
When can I walk my dog on the beach?
Dogs are NOT allowed on PBA beaches at any time, in accordance with the Mashpee town regulations. Not on the waterline, not off season, not in the early hours or late hours - NOT AT ALL. Period. This is for the health and welfare of all.
Why do I need a Beach Flag on the beach?
Beach Flags are used by members of PBA and their tenants/guests as a convenience, so that they can be easily identified by our paid security when they are monitoring the beach. Our PBA Beach Flags are not needed on the Spit as we do not have ownership or control over that beach area, but we have been able to use the Spit for past many years. The beaches at Overlook Knoll and Wilson’s Grove are not Part of PBA and do not recognize PBA Beach Flag. At Sandy Beach you need the PBA Beach Flag. (Be mindful that we have deeded Beach Rights at Sandy but we DO NOT OWN IT)
Who pays for security?
PBA pays for security. This is one of the expenses paid through our dues and fees. Occasionally the Mashpee Police Department is in the Community. Most of the time this is not paid by PBA, but done by the Town to assist us in keeping the area safe. Occasionally PBA hires MPD for details during high season.
Can I have a fire on the beach? Can I pitch a tent on the beach?
NO fires are allowed on the beach. No tents can be pitched on the beach with the intent of sleeping overnight on the beach. Small sun tents can be used during the day, in the same way umbrellas are used, as protection from sun/wind Please be mindful of the safety and comfort of surrounding people when using either of these during the day. There is no overnight storage of tents, furniture, kayaks, water toys, boats, paddleboard. Sailboats are allowed for PBA residents only, along the wall only. Please notify the PBA of your Sailboat, details, street placement and name and contact info before leaving it on the PBA Beach so in the event of a storm, we are able to locate you. If we are not aware of your sailboat, we reserve the right to remove any that we have not been told about.
Can I leave things on the beach overnight?
There is no overnight storage of tents, furniture, kayaks, water toys, boats, paddleboard. Sailboats are allowed for PBA residents only, along the wall only. Please notify the PBA of your Sailboat, details, street placement and name and contact info before leaving it on the PBA Beach so in the event of a storm, we are able to locate you. If we are not aware of your sailboat, we reserve the right to remove any that we have not been told about.
Can I bring a sailboat on the beach?
Yes, a small sailboat such as a Sunfish is allowed to be launched from the beach as long as it is done with great caution to protect beach goers and swimmers. Sailboats are allowed for PBA residents only, along the wall only. Please notify the PBA of your Sailboat, details, street placement and name and contact info before leaving it on the PBA Beach so in the event of a storm, we are able to locate you. If we are not aware of your sailboat, we reserve the right to remove any that we have not been told about.
Can I hold an organized party on the beach? Can I hold a wedding on the beach?
Any special function (defined as other than ordinary use of the beach) needs to be discussed with the PBA board prior to making definite plans. In addition, organized parties and events on the beach are subject to consideration of all other homeowners, especially as it relates to weekend or high traffic periods and safety. No personal function or event should be held during the Summer season on a weekend or a high traffic period. Also, please keep in mind, for a minimal fee, the Community House can be rented for special functions by homeowners who are current on their Dues & Assessments. Contact a member of the Board of Directors (found on the PBA Board of Directors tab) or the “Contact Us” option on this website, to discuss in advance the request for use of the beach for your event.
How is trash pick-up arranged?
Trash pick-up is the homeowner responsibility. One option is to purchase a Dump Sticker at Town Hall and haul yourself or there are several private companies that come into Popponesset and provide varied service plans, their names can be obtained by calling the Town of Mashpee. The PBA does usually recommend a preferred vendor who we have vetted. The last few years that vendor has been Smile Disposal at (508-681-0085). Contact Mashpee Town hall for other company names.
Who do I contact for issues with the Roads?
Road questions should be directed to the PBA Board, more specifically, start with the Board Member who is in charge of roads. A list of current board members can be located on our website or up at the bulletin board at the Community House.
Are golf carts/motorized scooters allowed on the streets?
Yes, both are allowed as long as they are registered with the DMV and are driven by a licensed driver. We have had issues with Golf Carts in the recent past and ask that Golf Carts be used with caution and respect for others. All rules of the road apply to golf carts and scooters as do cars.
